Lasting Power of Attorney

The Mail on Sunday says that if someone doesn't have Lasting Power of Attorney, the new Court of Protection can seize all their assets if they get dementia. Is that right? And is it also true if they had already set up Enduring Power of Attorney, and put it into force via the old Court of Protection?
